Burkina Faso: Between strategic autonomy and the imperative of regional cooperation

Since 2015, Burkina Faso has been facing an unprecedented security crisis. The two successive coups of 2022 have aggravated political and security instability. Under the regime of President Traoré, Burkina Faso opted for strategic autonomy in the fight against terrorism. This desire for strategic autonomy is manifested by a massive recruitment of volunteers from the country and the massive acquisition of military equipment.

FES PSCC Policy Paper Burkina Faso: Between strategic autonomy and the imperative of regional cooperation

However, this desire for autonomy cannot overshadow the necessary collaboration with neighboring States, due to the transnational dimension of the security crisis. Without synergy of action, Burkina Faso cannot defeat terrorism. The emphasis is on military-security action. This apparent “all-military” strategy could be nuanced, since the MPSR II has adopted a law on national security policy and a national strategy for the fight against terrorism. These documents promote a holistic approach that integrates the military-strategic option as a strategic axis among many other axes. The authorities of the transition must effectively appropriate these texts. The Burkinabè transition should in principle end in July 2024.
